INSTRUCTIONS FOR SUBMITTING AN APPLICATION FOR
PARTICIPATION IN THE NATIONAL FLOOD INSURANCE PROGRAM

  1. Complete one-page Application for Participation in NFIP -- Form 81-64, April 2006C

    (There is no charge for participating in the NFIP.)

  2. Adopt and certify the Resolution of Intent. (Model available.)

     

  3. Adopt and certify an ordinance establishing at least the minimum floodplain management standards consistent with 44 CFR 60.3. The North Carolina model ordinance may be adopted to satisfy this requirement. (See instructions to assist in completing the model ordinance). Consider higher standards presented in Safer Development in Floodprone Areas – A Guidebook for Community Officials.

  4. Submit an Intergovernmental Agreement, if applicable. (Model available). 

     

  5. Municipalities must include a map showing the current corporate limits and extraterritorial jurisdiction (ETJ), if any.) 

     

  6. Signed copies may be faxed to NC Emergency Management Office in Raleigh, Attention: Milton Carpenter, NFIP Enrollment, FAX No. 919-715-5408. One Complete Application Packet, including the above should be mailed to the address below. NCEM will review and forward the material to FEMA for processing.
