Andrew Kasper was appointed as interim general counsel for the Department of Public Safety in June 2021. He previously served as general counsel for the Department of Revenue and special counsel to the Office of Gov. Roy Cooper. Kasper also served as an adjunct professor at the Duke University School of Law while working with the revenue department.

Prior to joining state government, Kasper served as senior clerk to U.S. Court of Appeals Judge James A. Wynn Jr.. He also spent three years as an associate at a leading regional law firm principally focusing on antitrust, constitutional and commercial disputes.

Kasper holds a Juris Doctor from the University of North Carolina School of Law and a master’s degree in economics from the University of Texas at Austin. He worked as a reporter in Washington, D.C., covering the pharmaceutical industry before attending law school.
