VISITATION TEMPORARILY SUSPENDED

To prevent the potential spread of coronavirus (COVID-19), prison visitation was suspended as of Monday, March 16, 2020, with the exception of legal and pastoral visits. Those visitors are subject to medical screening prior to entrance.

Visitation at ECI follows standard policy. Most inmate visits are conducted through appointments based on the approved visiting list. However, inmates sometimes lose their visitation privileges for a limited period of time due to rule violations.

Certain groups of inmates, such as administrative segregation, disciplinary segregation, etc., also visit by appointment only. The inmate is responsible for communicating his visiting status to his perspective visitors. To schedule a visit, or check on an inmate's visiting status, visitors may call (252) 747-3506 between Tuesday through Friday from 11 a.m. to 1 p.m. and 4 - 4:30 p.m.

Directions

Eastern Correctional Institution is one-half mile south of Maury on NC 903 between Greenville and Snow Hill. From Goldsboro, take Highway 13 North until you enter Snow Hill. Take Highway 13/258 North until you reach the intersection with Highway 903, where you take a right to reach the facility.

From Raleigh -- Take US 64 East then US 264 East at Knightdale towards Greenville. Take the first Farmville exit (Exit 60). Go about 4 miles and turn right on US 258. Take US 258 for 7 miles until you get to a crossroad called LIZZIE. Turn left (Hwy. 123). Go 3 miles to the stop sign. This is Hwy 903. Turn right. The prison is a half-mile on the right. Approximate driving time is 80-85 minutes.

Sending Mail to Offenders

All Prison facilities encourage family and friends to write to offenders. For security reasons, all incoming mail is checked to see if it contains any illegal or unauthorized items. Outgoing mail from offenders may also be checked. Personal letters will not be read unless the officer-in-charge or designee has reason to believe the letter contains threats of harm or criminal activity, escape plans, or plans to violate prison rules. If the officer-in-charge decides to delay or not deliver the letter to the offender, the offender will be told in writing the reason for this action.

Incoming mail from lawyers, any legal aid service assisting offenders, and state and federal court officials must be opened in the presence of the offender before it is checked for illegal or unauthorized items. 

Letters to an offender must include the offender’s prison ID number, which is often referred to as the OPUS number. The letter should be addressed in this format:

Overview

Eastern Correctional Institution opened in January 1983 as a male facility. The facility was converted to house females in 2014. However, the state prison system underwent a remissioning project at three facilities across the state and Eastern CI was converted back to a male close custody facility in the winter of 2019.

Eastern is adjacent to Greene Correctional Institution and is built on land that at one time was farmed by the minimum security prison offenders. Eastern and its sister institution, Southern Correctional Institution in Troy, opened at the same time, are of the same design and were part of the initial expansion of the prison system in the 1980s and 1990s to house the growing offender population. 

The two-story prison sits on 38 acres surrounded by double fences. The institution has five housing units, each designed to hold 96 offenders in single cells. Each regular population housing unit is divided into three wings with 24 cells. The restricted housing unit has two wings each with 24 cells totaling 48 single cells with sinks and toilets.
