Governmental Affairs

The Department of Public Safety has three legislative liaisons: Susanna Davis, Alicia Davis and Andy Brandon.

Susanna Davis serves as legislative affairs director. She is a veteran employee of North Carolina government having worked in both the legislative and executive branches. Most recently, she served as the legislative liaison for the Office of State Human Resources. Davis has also worked in the Governor’s Office, North Carolina Community College System, and in multiple roles in the North Carolina General Assembly including serving as legislative assistant to Republican and Democratic members. She holds a bachelor’s degree in political science from the University of North Carolina at Wilmington.

Alicia Davis serves on the legislative affairs team. Davis worked in politics for a number of years prior to going to law school. She held several positions at various private law firms where she honed her advocacy, legislative affairs, and lobbying skills. She holds a bachelor’s degree in political science from North Carolina State University and a Juris Doctor from North Carolina Central University.

Andy Brandon is a legislative liaison. Brandon worked more than 26 years with Community Corrections, starting in 1987 as a parole officer for Burke and Cleveland counties. He was a chief probation and parole officer for Burke and Catawba counties before accepting the position of legislative affairs program manager in 2014.

Brandon graduated from Avery High School in 1982, and received a bachelor's degree in criminal justice from Appalachian State University. He served on the Burke County Board of Education for eight years, four as vice-chair. Brandon was chairman of the DPS Insurance Committee from 2013 to 2015 and remains an active member.
