Grant opportunity for VOADs working on Florence relief

Notice of Funds Available:
State Grants for Volunteer or Voluntary Nonprofit Agencies or Organizations Active or Assisting in or with Disasters

The North Carolina Division of Emergency Management is pleased to announce the third round of funding for a new program to assist Volunteer or Voluntary Nonprofit Agencies or Organizations Active or Assisting in or with Disasters in providing services to disaster survivors adversely affected by Hurricane Florence.

State Grants for Volunteer or Voluntary Nonprofit Agencies or Organizations Active or Assisting in or with Disasters (VOADs)
North Carolina Division of Emergency Management (NCEM) will be awarding grants up to $200,000 to eligible VOADs for assistance to provide shelters, housing repairs, and other emergency and disaster recovery services.

Purpose
In response to Hurricane Florence’s impact on communities, the North Carolina General Assembly established a fund of $1,000,000 to provide assistance to volunteer nonprofit organizations. The funds are to provide financial assistance to volunteer nonprofit organizations that provide shelters, housing repairs, and other emergency and disaster recovery services.

Authorizing Appropriation for Program
The North Carolina General Assembly passed the Disaster Recovery Act of 2019 (S.L. 2019-224) allocating funds to the N.C. Division of Emergency Management (NCEM) to provide financial assistance to volunteer non-profit organizations that provide shelters, housing repairs, and other emergency and disaster recovery services.

Eligibility
This grant program is open to VOADs that provide shelter, housing repairs, and other emergency and disaster recovery services as a result of Hurricane Florence (DR-4393).  In order to be considered for a grant award, eligible VOADs must complete and submit an application. The application deadline is Monday, January 13, 2020 by 2:00 pm.

Priorities
In developing the application the potential recipients should demonstrate, and provide a detailed application on how their VOAD program provides services in the following areas:

  • Shelters
  • Housing repairs
  • Emergency services
  • Disaster recovery services

Award Criteria
NCEM will evaluate all grant submissions and award based on the following criteria:

  • Verification of Nonprofit Status of the applicant’s organization
  • Submission of Project Narrative, Goals & Objectives
  • Submission of Detailed Budget
  • Organizational Capacity and Sustainability

PROJECT SCORING AND REVIEW

Applications that meet the basic minimum requirements will be evaluated using the following criteria:

Statement of the Problem   5 points
Project Narrative, Description and Implementation Plan 25 points
Strength of Goals, Objectives and Measurements 10 points
Timeline   10 points
Budget and Budget Narrative 20 points
MOUs and Demonstrated Partnerships 5 points
Organizational Capacity and Sustainability Plan 10 points
Potential for Positive Impact    15 points

Associated Deadlines

  1. Application Deadline: NCEM will be accepting applications until Monday, January 13, 2020 at 2:00 pm.
  2. Period of Performance: 3 years from the Notice of Award.
  3. Quarterly Progress Reports will be required. A reporting template will be provided to recipients at the time of award.
  4. The funding cyle begins with commencement of awards and ends December 31, 2023.

Application Submission

Eligible VOADs are encouraged to apply for the State Grants for Volunteer or Voluntary Nonprofit Agencies or Organizations Active in or with Disasters by returning the completed application form and required supporting documentation to NCEMGrants1@ncdps.gov.
