Engineering

The Department of Public Safety Engineering section is the department's capital program manager and manager of physical plant operations. This physical plant operation encompasses more than 12 million square feet of building space and more than 18,000 acres. A full range of architectural, engineering and construction services are available to all departmental divisions.

Construction services include the extensive use of several hundred supervised inmate laborers, creating opportunity for inmate rehabilitation through job training. These services ensure that the department's physical plant is designed, constructed, operated and maintained in an optimal and safe manner, while satisfying the needs of the end users.

Customer service is our top priority. Our commitment is to provide a level of service unequaled by anyone, either in the public or the private sector. Our goal is to always be this agency's first choice as a technical service provider and construction contractor.

Mission Statement

Central Engineering provides expert technical, engineering, architectural and construction services for the Department of Public Safety to improve and maintain the physical plant and to protect the citizens, employees, inmates and the environment of the State of North Carolina.

In providing quality products and services, our activities will ensure compliance with all applicable codes, regulations and legislative mandates while creating the opportunity for inmate rehabilitation through job training. Goals and Performance Objectives

The primary goal of Central Engineering is to provide a quality product that meets or exceeds recognized standards while providing a value to the customer. Quality products will be achieved through continuous adherence to the objectives and performance criteria for Customer Service, Productivity, Employee Safety, Employee Training and Standards Development. All employees shall take professional pride and accountability for products produced.

Customer Service - Central Engineering will provide responsive, courteous and enthusiastic solutions to customer requests, projects and problems. This section will strive to build a professional reputation based on confidence, dependability and efficiency.

Productivity - Central Engineering's employees shall strive to achieve a level of efficiency, accuracy and quality of services that promotes customer satisfaction and outstanding employee performance.

Employee Safety - Central Engineering has adopted the “Safety First” principle and strives to ensure that the work environment is free of recognized hazards likely to cause injury or death. Every employee shall understand and comply with current safety regulations and use common sense thus reducing the threat of danger, risk or personal harm in the performance of duties.

Employee Training - Central Engineering's employee training objective is to provide all employees with the knowledge, skills and abilities necessary to keep pace with rapidly changing technology and enhance their ability to grow beyond their current position. Well trained/skilled employees are better equipped to provide quality products and services as well as the expertise to implement progressive techniques and innovative ideas for improvement.

Standards Development - Central Engineering is committed to developing and maintaining standard policies and procedures so that employees have a clear understanding of the guidelines for completing tasks and adhering to administrative guidelines. Policies and procedure manuals shall be made readily available to employees for reference. Standards shall be fairly and equitably enforced on a continuous basis.

The Design Services Section serves as the Department of Public Safety's capital program manager and offers a variety of services to support overall physical plant management.

  • Provides comprehensive project planning and cost estimates.
  • Provides architectural planning and space determinations to accommodate operational needs, through renovations and new construction (Architectural Programming)
  • Designs, installs and troubleshoots security systems, including door control, cameras and perimeter intrusion detection systems.
  • Designs life safety systems, including fire alarm and smoke detection, sprinkler and chemical fire suppression systems.
  • Provides Project Manager services, including contracting for designer and construction services, preparing construction plans and specifications, acquiring building permits and coordinating plan reviews by regulatory agencies, construction administration and quality assurance inspections, and the commissioning and coordination of systems training services for new construction and renovations.
  • Interprets building codes.
  • Evaluates structural integrity of existing buildings and structures.
  • Administers environmental operating permits, including potable water, wastewater, pre-treatment, and air quality permits.
  • Provides energy management audits, including designing and installing utility consumption monitoring and management systems. Negotiates and reviews utility service agreements.
  • Evaluates roofing systems, consults on leak repair options and designs roof replacements.
  • Evaluates for handicapped accessibility.
  • Develops preventive maintenance protocols and service contract specifications for specialty systems, such as elevators, chemical water treatment for boilers, generator maintenance, etc.
  • Manages master archives for all building plans and real estate records.
  • Provides consulting services to local Community Resource Councils for the planning and construction of religious services centers and other community sponsored projects.

A full range of construction services are available through the Construction and Major Maintenance Section including General, Plumbing, Mechanical, Electrical, Sprinkler and Fire Alarm construction. These comprehensive construction trade capabilities allow for turnkey delivery of major building projects. The section manages the Inmate Construction Program.

  • Provides utility infrastructure and site development construction, including storm drainage, gravity and force main sewers, water supply, and fire protection distribution mains, electrical duct banks, perimeter and area lighting, and gas distribution.
  • Installs security fences, including chain link, razor ribbon, non-climbable curved fencing, taut wire and other electric intrusion detection systems.
  • Fabricates HVAC duct, fence gates, and miscellaneous steel components.
  • Provides emergency repair response for all major building and utility systems.
  • Trains inmates and operates an apprenticeship program established through the Department of Labor to support the rehabilitation of inmates.
  • Maintains an inventory of unassigned construction materials that may be used by DPS maintenance organizations.

  • Provides project accounting, material procurement, accounts receivable and accounts payable services for all departmental design and construction job orders.
  • Files fire and lightning claims to the Department of Insurance on behalf of all agencies in department.
  • Prepares the department's capital and repair/renovation requests.
  • Coordinates real property transactions, including acquisitions, dispositions, easements, demolitions and asbestos permitting.
  • Coordinates the department's claims to the Federal Emergency Management Agency when federal disasters affect the department.
  • Provides personnel services, computer assistance and other administrative functions for the section.
