Chief Deputy Secretary for Administration

Caroline Valand serves as chief deputy secretary of the Administration Division of the Department of Public Safety. She oversees fiscal operations, leads the policy team and serves as the primary steward of the department’s grant and partnership engagement functions. She also supervises commissions and advisory boards including the Governor’s Crime Commission, the Community Violence Advisory Board and the Crime Victims Compensation Commission. 

CDS Valand joined the Department of Public Safety in 2017 as executive director of the Governor’s Crime Commission. She went on to serve as the department’s deputy secretary of partnership engagement, overseeing entities including the crime commission, the Office of Violence Prevention, Victim Compensation Services, Private Protective Services and the Alarm Systems Licensing Board. Valand was appointed chief deputy secretary of administration on Feb. 1, 2025.

The University of North Carolina and George Washington University alum previously worked as chief of staff at 3D Systems and in the office of former Lt. Governor Walter Dalton.
