Glossary

Complaint. A complaint is a written allegation that a juvenile is delinquent or undisciplined, which is submitted to a juvenile court counselor for evaluation (NC AOC website).

Delinquent. Any juvenile who, while less than 16 years of age but at least 10 years of age, commits a crime or infraction under State law or under an ordinance of local government, including violation of the motor vehicle laws, or who commits indirect contempt by a juvenile as defined in N.C.G.S. 5A -31. Any juvenile who, while less than 18 years of age but at least 16 years of age, commits a crime or an infraction under State law or under an ordinance of local government, excluding all violations of the motor vehicle laws under Chapter 20 of the General Statutes, or who commits indirect contempt by a juvenile as defined in N.C.G.S. 5A -31. Any juvenile who, while less than 10 years of age but at least 8 years of age, commits a Class A, B1, B2, C, D, E, F, or G felony under State law. Any juvenile who, while less than 10 years of age but at least 8 years of age, commits a crime or an infraction under State law or under an ordinance of local government, including violation of the motor vehicle laws, and has been previously adjudicated delinquent (N.C.G.S. 7B-1501 (7): G.S. 7B-1501).

Intake Decision (Evaluation). An intake evaluation involves the screening and evaluation of a complaint by a juvenile court counselor to determine whether a juvenile petition should be filed. (NC AOC website)

School-based offense. A School-Based Offense is an offense that occurs on school grounds, school property (buses, etc.), at a school bus stop, or at an off-campus school-sanctioned event (field trips, athletic competitions, etc.) or whose victim is a school (such as a false bomb report). School includes any public or private institution providing elementary (K-8), secondary (9-12), or post-secondary (community college, trade school, college, etc.) education, but excludes home schools, preschools, and day cares. Dashboard Overview

The SJP dashboard presents delinquent school-based offenses (SBOs) received over the past three full fiscal years.

The first widget displays the total number of delinquent complaints and the percentage change over this period.

The symbol “< 5” indicates complaint counts between 0 and 4.

The dashboard includes the following measures and breakdowns:

  • Complaints Received
  • SBO Complaints Received
    • By District/County
  • By Charged Type
  • By Intake Decision
  • By Race / Ethnicity
  • By Gender
  • By Age at Offense (in groups)

How to Use This Dashboard

This dashboard can be used with a keyboard or a mouse. All content is available without using a mouse.

  • Use the Tab key to move between filters, buttons, and charts, or use a mouse to click on them.
  • Select a District to filter the data.
  • To view county-level data:
    1. Select a district.
    2. Choose “County” in the District/County Selector.
    3. Select the county of interest.
  • The dashboard displays the first 20 of 30 districts by default. The remaining districts can be viewed by selecting them from the district filter.
