ALE Special Agent Nationally Recognized for Human Trafficking Award

As the state observes Human Trafficking Awareness Month this January, ALE congratulates Special Agent and Department of Homeland Security Investigations (HSI) Task Force Officer (TFO) Bryan Irwin on his selection as the 2019 recipient of HSI’s Outstanding Efforts in Combating Human Trafficking Award. 

In February 2016, HSI Winston-Salem and Guilford County Sheriff’s Office started an investigation into a local spa business after receiving citizen complaints for alleged illegal sex acts and human trafficking. The investigation further revealed a much larger criminal organization. Asian females were trafficked from China after they answered advertisements for work in America. During the investigation, Special Agent Irwin played a pivotal role in the identification and discovery of Asian females working within the business. 

Six Asian females were identified as victims of human trafficking and were rescued. This investigation was part of an ongoing criminal conspiracy investigation into transnational organized crime where the execution of more than 12 search warrants at nine locations throughout North Carolina led to the rescue of over 20 victims and the arrest and/or indictment of over nine defendants in both federal and state systems.

“Special Agent Irwin has used his role in ALE to be an outspoken advocate for human trafficking victims,” said ALE Director Bryan House. “His contributions have sparked changes in North Carolina law by helping get human trafficking prevention advertisements posted in all ABC-licensed establishments.”

Special Agent Irwin conducted extensive research that revealed alcohol establishments are a preferred venue for human trafficking crimes. ABC-permitted businesses are now required by law to post the National Human Trafficking Hotline flyer. Irwin assisted in the design of the flyer and coordinated its distribution to over 19,000 alcohol permitted establishments across the state.
