Statewide Interoperability Executive Committee

The Statewide Interoperability Executive Committee (SIEC) is a subcommittee of North Carolina's State Emergency Response Commission (SERC) which is directly responsible for providing guidance to all state and local agencies in areas such as disaster planning, mitigation, emergency response, school safety, anti-terrorism and cyber security.

The SERC recognizes the SIEC as subject matter experts on interoperable communication matters and designates it as the point of contact and leadership for all operable and interoperable communication projects.  The SIEC has also been granted responsibility for the development and maintenance of the Statewide Communications Interoperability Plan (SCIP).

The SIEC has no executive or legislative authority, however it performs under the authority of the SERC, which is a commission appointed by the governor of North Carolina and whose body reports to the secretary of the Department of Public Safety. The SIEC has defined operating principles and decision making procedures as outlined in its charter. The SIEC meets on a quarterly basis. 

The SIEC membership consists of 34 members and 5 members emeritus.  The committee carries out business under the direction of the SWIC who sits as the Executive Director.  Membership represents the following associations/agencies/boards:

The SIEC, besides normal interactions, completes tasks through sub-committees.  These permanent subcommittees align with the Interoperability Continuum and address issues presented by SIEC member’s constituents.  The SIEC also chose to stand up a permanent Credentialing Subcommittee to evaluate Communications Unit position task books and recommend approval/disapproval to the SIEC.
