An unprecedented response to damage caused by Hurricane Helene continues in Western North Carolina. State, federal and local response workers are working around the clock to surge assistance into the region.

Potential Tropical Cyclone Eight has caused significant flooding and impacts to public and private property and critical infrastructure including roads and bridges. The storm dropped over 18 inches of rain in less than a day in some locations. This declaration makes additional assistance available to Bladen, Brunswick, Columbus and New Hanover counties.

On Wednesday, October 18, 2023, Governor Roy Cooper signed a Type I state disaster declaration for public assistance for the Village of Cedar Rock in Caldwell County that suffered damages from a rain event on July 15.

With the possibility of icy conditions in the western part of the state and below average temperatures expected as an arctic mass approaches, Governor Roy Cooper signed a State of Emergency today to activate the state’s emergency operations plan, waive transportation regulations to help the transport of fuel and critical supplies, help first responders and protect consumers from price gouging.

As Ian’s winds and rains leave North Carolina and the work of cleanup and power restoration is underway, Governor Roy Cooper cautions residents to be safe during cleanup work, as four deaths have been reported related to the storm.
