Governor Roy Cooper has announced the opening of a new application period for homeowners who need assistance with home repairs due to damage from Hurricanes Florence and/or Matthew. ReBuild NC, a program of the North Carolina Office of Recovery and Resiliency (NCORR), established the Homeowner Recovery Program to help homeowners repair, reconstruct or elevate homes damaged by the storms.
The N.C. Office of Recovery and Resiliency (NCORR) is seeking public feedback on proposed amendments to action plans for spending U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant-Disaster Recovery (CDBG-DR) funds in areas of the state impacted by Hurricanes Matthew and Florence. The proposed amendments would include modifications to the Hurricane Matthew and Hurricane Florence action plans previously approved by HUD.
The Department of Public Safety recently notified local governments about awards of State Acquisition Relocation Funds (SARF) totaling $28.2 million, which will help these cities, towns and counties complete acquisitions of repetitively flooded properties and help residents move out of floodplains into more resilient housing.
Governor Roy Cooper shared the following comment after the federal register was published for $168 million in hurricane recovery mitigation funds for North Carolina. Congress passed the mitigation funding on February 9, 2018 to help communities affected by Hurricane Matthew in 2016 become stronger and more resilient.
The N.C. Office of Recovery and Resiliency (NCORR) has signed a memorandum of agreement with the state Housing Finance Agency that will provide $16.6 million for affordable housing developments in two areas recovering from Hurricane Matthew. The funds will be used to build housing in Fayetteville and Goldsboro for low-and-moderate income families impacted by the storm.

This is the last opportunity for eligible North Carolinians to apply for aid through the state’s Hurricane Matthew Community Development Block Grant – Disaster Recovery (CDBG-DR) funding. The program offers eligible homeowners funds for reimbursement of work completed and rehabilitation or reconstruction of substantially damaged homes.
