The Patrol Division has the responsibility to proactively patrol the North Carolina State Government Complex and other state-owned properties in Wake County to prevent crime, solve problems, investigate crimes and vehicle accidents, make arrests pursuant to criminal behavior, provide safety escorts, conduct safety programs and training for employees, and build partnerships within the complex and local community. State Capitol Police officers use various methods to actively patrol the governmental complex such as marked and unmarked patrol vehicles, Polaris ATV vehicles, police bicycles and Segways. Officers are available to respond to emergencies 24 hours a day, seven days a week. All officers are certified as law enforcement officers by the state of North Carolina and have full arrest powers under the law.

Chief Terry Green

Terry Green became the chief of the State Capitol Police in November 2024, five years after joining the force as deputy chief. Prior to joining State Capitol Police, Green served with the Wake County Sheriff’s Office for more than 29 years. While there, Green progressed through the ranks as sergeant, lieutenant, captain and major before retiring as chief of staff. In addition to his many years of law enforcement service, Green retired from the U.S. Army Reserves with the rank of sergeant major.
Deputy Chief Stephen Gunter

Stephen Gunter became the deputy chief of the State Capitol Police in May 2025. Prior to joining State Capitol Police, Gunter served with the Raleigh Police Department where he progressed through the ranks before retiring as the division commander of special operations. His oversight included specialized units such as SWAT, K9, Mounted Patrol, Traffic Enforcement, Civil Disturbance, and Hazardous Devices, demonstrating his operational depth and commitment to public safety.
Green holds a bachelor’s degree in criminal justice from North Carolina State University.
