NC Tier II Grants

Applications for NCTier II Grants

Application Period: December 1, 2025 - January 16, 2026

To apply for FY26 Tier II funding, NC LEPCs must complete an application through our Salesforce grants management portal beginning December 1, 2025, and ending at 11:59 pm on January 16, 2026. Late and/or incomplete applications will not be accepted.

Applications must have a minimum budget of $5,000. Max award amount for single county is $10,000.  For multi-county regional applications, max award amount is $5,000 per county, example Toe River Regional LEPC (3 counties) max award amount is $15,000. Eligible applicants can only submit one application with one project for FY26 Tier II. Incomplete applications, and applications containing more than one project will be rejected. If an applicant attempts to submit more than one application, all applications submitted by that applicant will be rejected.

FY26 Tier II Virtual Information Sessions

Wednesday, December 3, 2025, from 2:30 pm – 4:00 pm: Combined FY26 Tier II and FY26 HMEP applications webinar. Overview of both programs will be presented as well as demonstration of completing applications in our Salesforce grants management system. There will be time for Q&A at the end of this session.

Thursday, January 8, 2026, from 10:00 am – noon: Question & answer session for technical assistance to help applicants complete and submit FY26 Tier II and FY26 HMEP applications in Salesforce grants management system. Applicants can drop in anytime during this virtual session for technical assistance with either/both applications.

Tier II grants are available to provide Local Emergency Planning Committees with funding and more options to expand the scope of their hazardous materials emergency preparedness programs though response planning, training and related exercises, to include fixed facility planning. 

Equipment must be pre-approved by the NCEM HAZMAT program and can only be used for training purposes. Equipment cannot be used for operations.  LEPC supplies must be directly related to LEPC support and outreach. Applications for Tier II funding in Salesforce must include training equipment request and corresponding FEMA Authorized Equipment List (AEL) code to be considered for funding.

All active LEPCs are eligible for Tier II grant funds from the hazardous materials facility fees collected during the Tier II reporting period. 
 

Ineligible Project Activities: Tier II grants are to be used for hazardous materials emergency response planning, training and related exercises, including LEPC support.  Tier II grants may not be used for: 

  1. Salaries or benefits for any employee.
  2. Drone aircraft or unmanned aerial vehicles.
  3. Items intended as gifts.
  4. Other support for programs not focused on hazardous materials preparedness and response.
  5. Operational response equipment.
  6. Promotional materials that are not printed or are not general office supplies such as, but not limited to, the examples below.

FY26 Tier II Overview
 

FY26 North Carolina Tier II Grant Program

All active NC counties and the Eastern Band of Cherokee Indians in North Carolina are eligible to apply for FY26 Tier II funding, typically in conjunction with respective Local Emergency Planning Committees (LEPCs), for HAZMAT training, planning & exercises (but not for HAZMAT operations). 

All FY26 Tier II funding must be expended during the designated Period of Performance (POP), and all goods & services must be paid for and received during the POP, to be eligible for reimbursement. Use Pro-Rated Services Calculator to determine the total reimbursable amount of service contracts & subscriptions (including SaaS / Software as a Service) pro-rated for the POP of the grant.
